7 Mackay Airport security

7.1 We are responsible for Mackay Airport security

We are responsible for Mackay Airport security arrangements and emergency response activities under the Air Navigation Act 1920 (Cth), the Air Navigation Regulations and any Department instruments or directions and additional security measures which may be imposed on us by any competent authority from time to time. The Department is the regulatory authority for Mackay Airport and may impose on us certain security requirements. Both you and us must comply with Department security requirements for Mackay Airport.

7.2 Mackay Airport Transport Security Program

The Mackay Airport Transport Security Program outlines our requirements about Mackay Airport security. You must comply with the Mackay Airport Transport Security Program.

7.3 Aviation Security Identification Card (ASIC)

Unless you are an authorised issuing authority for ASIC (proof of authority will be required by us in writing from Department), you and your employees, agents and contractors must apply to us for an ASIC before they will be permitted to access and use airside and security restricted areas of Mackay Airport. You and your employees, agents and contractors must display the ASIC above the waist in a visible location on the person at all times while at Mackay Airport and must produce it for inspection by us or by any other lawful authority at any time.

7.4 ASIC application security checks

As part of the application, you and your employees, agents and contractors acknowledge that we are able to conduct a detailed Federal Police and law enforcement check on all applicants, which will include a check on the applicant's criminal history to determine their suitability to posses an ASIC. More information about this, and about the applicant's consent for our security checks, is on our ASIC application form. You must pay our reasonable fees for an ASIC on making the application.

7.5 ASIC conditions of use

If we, or an authorised issuing authority, issue you or your employees, agents and contractors with an ASIC, the ASIC is issued on our ASIC issuing conditions on the ASIC application form. The ASIC remains our property at all times and must be surrendered to us or any other lawful authority on demand or when your employment or your employees employment ceases or when it is no longer required.

7.6 Screening Authority for Mackay Airport

Qantas Airways Limited or a related corporation of Qantas is presently the designated screening authority for passenger screening at the Mackay Airport Terminal. The requirements for screening are prescribed by the Department. You and we must comply with these screening requirements.

7.7 Mackay Airport Committees

We have the following committees in relation to Mackay Airport security:

  • a) Mackay Airport Security Committee which meets every six months. This is a regulatory requirement; and
  • b) Mackay Airport Emergency Committee which meets every twelve months. This is a regulatory requirement of the Civil Aviation Safety Authority.

We recommend that someone represents your interests on these two committees.

7.8 Mackay Airport exercises and training

We conduct regular Mackay Airport exercises which include training for you and your employees, agents and contractors on a variety of Airport related activities and procedures (which include security and emergency procedures). We will give you reasonable prior notice when these exercises and training will be conducted. We strongly recommend that you send a representative and any new employees to these exercises. You and your employees shall participate in these exercises if we ask you to.

7.9 Building or construction works in restricted or controlled areas

If required, before you undertake any construction or modifications to buildings or other structures on Mackay Airport which are on restricted or controlled areas (if required by law) or which may impact the security of restricted or controlled areas of Mackay Airport, you must first have security clearance from the Department, us and, if applicable, Airservices Australia. At all times authorised personnel who are the holders of a valid ASIC must supervise any building or construction work in restricted or controlled areas. In addition, we, the Department or any lawful authority may supervise your building or construction work in restricted or controlled areas of Mackay Airport. We may invoice you for the reasonable costs and expenses (on a full recovery basis) if we require security or personnel to supervise your building work. In performing any building work on the Airport, you must also comply with the Intergrated Planning Act. If there is a failure in security or a breach of our security requirements we may take any reasonable action necessary to re-secure your area at your expense until such time as the area is re-secured.
