Mackay Seaport Security Card Information & Application Form

What is a MSIC?

The MSIC will be a nationally consistent identification card which shows that the holder has met the minimum security requirements to remain unmonitored within a maritime security zone. Before an MSIC can be issued, applicants must undergo background checking conducted through the Australian Federal Police and the Australian Security Intelligence Organisation.

Who needs a MSIC?

People who may be affected by the MSIC Scheme include:

  • port, port facility and port service workers,
  • stevedores,
  • transport operators such as train and truck drivers
  • seafarers on Australian regulated ships and
  • people who work on and/or supply offshore oil and gas facilities

The MSIC Application Process

  1. Complete the online MSIC induction process then
  2. print the certificate showing you have successfully completed the induction for MSIC awareness training
  3. Complete the MSIC Application form and provide:
    • Surname
    • First Name
    • Middle Name
    • Address
    • Phone Numbers
    • Gender
    • Country of Citizenship
    • Date of Birth
    • Employer
    • Position
  4. Provide certified copies of identification documents. (1 primary and 1 secondary, or 1 primary and two tertiary)
    • Primary
      Birth Certificate
      Citizenship Certificate
      Passport
    • Secondary
      Driver's Licence issued by Australian State or Territory
      Government Employee identification document
      Australian student identification document
      Verifiable reference
    • Tertiary
      A signed statement from your current employer
      Record issued under a law about Land Titles
      Rates notice from local Council
      Mortgage note issued by a Bank or other Financial Institution
      Extract from the Electoral Roll
  5. Bring this information with your when you make application.
    Cards may be paid for by credit card, EFTPOS or company purchase order. Cash will not be accepted.

What happens next?

  • When you arrive to present your application, MSIC issuing staff will take your photograph
  • When the Authorised Agent has received all the above information, it will be entered into an electronic database, together with your digital photograph
  • At the conclusion of data entry, a unique number will be generated for each applicant
  • This number will be entered onto the Police background check form, which will be printed
  • The background check form and the background check consent form will then be handed to you, with a self addressed envelope
  • You will complete both these forms, sign the consent form, then mail them in the provided self addressed envelope.
  • AFP, ASIO and DIMIA background checks will be conducted and results communicated to DoTaRS
  • DoTaRS will advise the Issuing Body to either proceed with processing your MSIC, or to not proceed.
  • When your card is ready, the Issuing Body or Authorised Agency will contact you to advise your card is ready to be collected
  • You will sign for, and collect your card.
